The ETL Institute currently provides four types of services:

Direct Services
- Certified ETL teacher provide hands-on teaching/learning with the individual, family, caregivers, etc. any time, 34/7 at any location suitable for the individual, family, caregivers, etc.
- rgent Support
- The ETL Institute provides 24/7 urgent support to the individual, parents, family members, caregivers, etc. in order to prevent physical intervention, injury, police involvement, hospitalization, etc. according to the DDSD contract for crisis intervention.

Where are ETL Services provided?

ETL Educational Courses are provided throughout Oklahoma for those who provide services to individuals with disabilities.

Direct services are also provided through the state of Oklahoma

Urgent support services are provided throughout the State of Oklahoma on a 24/7 basis.

Speech services are provided throughout the state of Oklahoma.

Services can be provided out of state with special arrangements
How ETL Services can be activated?
-
Educational courses can be activated by the provider agencies through the University of Oklahoma- Tulsa 918-660-3700
-
Direct services can be requested by anyone who cares for the individual with developmental disabilities and activated only by the individual’s case manager.

Units for the services are recommended to the team by the ETL teacher based on their assessment and only authorized by the state reviewer.

The team, including the individual, will decide how the direct service time will be spent with staff, family members and the individual, etc. depending on the needs of the individual.

Teaching/Learning with the individual, staff, family members, etc. will involve the individual’s intended outcomes reflected in their service plan.
What is the ETL Teachers Role?

The role of the teacher in the classroom involves the following:

Following the highest standard in relation to attendance and timeliness.

Creating an atmosphere which promotes gaining a better understanding of self as well as others.

Teaching participants and learning from them as well.

Etc.

The role of the ETL Teacher when providing direct services involves the following:
1.Become a part of the individual’s team in order to assist them in achieving their intended outcomes.

Provide therapeutic perspectives/points of view

Teach and Learn with the team

Teach and Learn with the staff

Teach and Learn with the individual in a natural setting

Teach and Learn with the community regarding the individuals that we serve as needed

Teach and Learn about the importance of therapeutic and effective teaching and learning process, developing therapeutic environment and system, etc.

Work with the team and the individual to develop a protective intervention plan (PIP)

What does the ETL Institute provide for one unit of direct service?
-
One unit of ETL service consist of two to four hours and the maximum units per year is 20.
-
The average direct service time spent by ETL teacher with the individual, caregivers, etc. has been three hours and ten minutes.

Research has shown that most people, especially those with developmental disabilities, greatly benefit from hands-on teaching and learning in the natural setting, i.e.community, home, workplace, etc. In order to move away from traditional models of service, which mainly consisted of billing for phone calls, assessment, paperwork or for a few minutes of conversation in the office, ETL has made the following commitments:

Bill only your unit for assessment as long as we serve the individual

Any additional assessments is free of charge (courtesy).

Bill only one unit for writing a PIP (Protective Intervention Plan) for the entire plan of care year.

Any additional change, correction, etc. is free of charge (courtesy)
-
Bill only one unit for the annual update to the PIP
-
Any additional changes, corrections, etc. are free of charge (courtesy)

Bill only one unit for the gathering, analyzing and reporting data (monthly report) for the entire plan of care year
-
Bill only one unit for Annual IP meeting if the meeting is two hours or more for the entire plan of care year
-
Phone calls from the individual, caregiver, case manager, etc. are free of charge, 24/7 (courtesy)

Yearly report as requested by the team and/or state official is free of charge (courtesy)
-
No-shows/cancellations are free of charge (courtesy)
-
ETL is committed to asking for fewer units every plan of care year with team approval
-
Individualized scheduling, making it convenient for the individual and their family members 24/7
-
ETL provides a receipt for the service provider to prevent fraud/cheating
-
ETL billing starts from the time the ETL teacher arrives in the setting where the individuals lives, works or plays and ends when they leave the setting. This does not include ETL drive time.

The individual, caregiver, family members, etc. is asked to verify the total time of the direct service and sign for the ETL direct service form
What is an ETL Courtesy Service?

ETL has made the commitment that if ETL is authorized the maximum units (20) requested for the service, ETL will continue to serve the individual at no further cost for the remainder of the plan of care year.

This model of service guarantees:
*The individual and family are not left without the support they need,
*State money is not used that could be used for the matching fund.

ETL Courtesy Service has assisted in preserving state funds, especially during the Hissom Law Suit.
